I dig the map - looks like it would be perfect for NBB or playing NUTS! with FoW-style multibases (digital or real). I'd be tempted to take a leaf from games like PBI and simplify things, say that a "standard" move is from one hex to the next, with a Fast Move getting you two. Put the figure/team wherever you like in the hex to benefit from cover, or say that if there's cover somewhere in the same hex, you get the benefit. You could rough out the weapon ranges to whatever suits your eye, say, 10" per hex?

I know that this level of abstraction isn't for everyone, but it does make for some blazingly fast action...
